The Joint United Nations Programme on HIV/AIDS (UNAIDS) has published Results, a World AIDS Day 2012 report. The report includes the most recent HIV/AIDS data, which shows that a more than 50% reduction in the rate of new HIV infections has been achieved across 25 low- and middle-income countries––more than half in Africa, the region most affected by HIV. This Guidance Note has been developed to provide the UNAIDS Cosponsors and Secretariat with a coordinated human-rights-based approach to promoting universal access to HIV prevention, treatment, care and support in the context of adult sex work. This publication proposes three main pillars to address HIV and sex work: 1) assure universal access to prevention, treatment and support, 2) build supportive environments, strengthen partnerships, and…
Persistent gender inequalities and human rights violations continue to drive the HIV epidemic in the ASEAN region. Women living with HIV in Asia face certain issues specific to them. HIV exacerbates poverty and women living with HIV are more likely than men living with HIV to be widowed, raise their children alone, and less likely to have income-generating capacity. These women also often miss out on crucial health education information, on…
This paper uses research conducted in Burundi from 2007-08 to look at post-conflict effects from the civil war which began in the 1990’s. The analysis finds that the relationship between conflict and HIV is a function of existing gender norms that becomes amplified during periods of armed conflict.
The International Center for Research on Women (ICRW) developed a participatory research action project in Tanzania to understand and address HIV-risk among adolescent girls and young women. The program centered around a life-skills manual, teaching girls about their rights, roles in society, and how to address their needs within their communities. This report goes into detail about the rigorous research methods used for monitoring and…
Poverty, Gender, and Youth: First Generation of Gender and HIV Programs: Seeking Clarity and Synergy
As the recognition towards the disproportionate female-to-male infection ratio is being recognized, more programs around gender and HIV are being developed. However, this paper argues that many of these programs do not have specific target audiences, content, or evaluation plans. This paper reviews 63 well-known HIV and Gender programs and evaluates their attribution to gender inequities, selected target populations, measurement of results, and…

In particular, the paper considers the potential role of the workplace in responding to growing…
This paper focuses on women, girls, and orphans and vulnerable children (OVC) and the formal and informal discrimination they face under property and inheritance laws. It provides an overview of the importance of considering property and inheritance laws in the context of the HIV epidemic, and then examines existing evidence to assess the particular impact of these laws on women and OVC. The author argues for the need to revise property and…
National governments must design policies that support gender-responsive HIV programs. ICRW developed and tested a replicable process through which countries could build and sustain gender-responsive national plans for a more effective HIV response. This publication describes how the process unfolded in two countries, Cambodia and Uganda, and shares lessons that can inform similar efforts. It describes how to identify partners and collaborators…

Prevention of unplanned pregnancies among HIV-infected individuals is critical to the prevention of mother to child HIV transmission (PMTCT), but its potential has not been fully utilized by PMTCT programmes. The uptake of family planning methods among women in Uganda is low, with current use of family planning methods estimated at 24%, but available data has not been disaggregated by HIV status. The findings of this study highlight the need for…
